The meeting was called to order at 5:34pm by co-Chairperson Paddy O'Brien.
Minutes from November 15, 2005 meeting were corrected and approved.
The question was raised whether the Council members' addresses should be included on the roster that will be posted on the CHS website, Site Council page. The Council approved to include members' addresses.
Teri Poff introduced guest, Matt McCauley, Executive Director, K-12 Teaching & Learning.
WASL Scores and Graduation Rates Sue Anderson presented the Council with WASL scores, graduation rates, and history of education reform in Washington State. Prior to the WASL, a high school diploma was awarded using a yardstick of time; after receiving a certain number of credits people graduated. With the WASL, students are graduated based on what they should know and be able to do. Teri pointed out that we need to look at the achievement gap, the cohorts that don't do as well, and ask ourselves, "How do we serve these students?"
Matt McCauley offered a FYI: OSD is funding a summer school to target 9th and 10th grade students who are in danger of not passing the WASL. There is a $10 registration fee and the tuition will be waived for anyone attending.
Principal Update The Council engaged in an in-depth discussion of the pros and cons of trimester and semester systems. Council members asked how the staff at Capital felt regarding trimesters and semesters, and Teri reported that 37 teachers and 4 clerical staff wished to remain with the trimester system, and 32 teachers and 10 clerical staff wished to move to the semester system. Additionally, it was noted and discussed that changing to a semester system would be particularly trying for the Social Studies department as they would need to change the curriculum. After much discussion, the council engaged in an advisory vote, and unanimously agreed that Capital should move to the semester system, with the commitment to provide extra support to the Social Studies Department using carry over monies.
International Baccalaureate Program The IB committee ( Paddy, Barb, Sue, Cindy, Ed, & Terra) presented a report of their work, detailing various issues around Gate keeping, Scheduling, Science Sequence, and Communication about the IB program. A short discussion of the issues occurred but was limited by time. It was decided the IB committee would meet to continue framing issues, and the IB program will be a topic for the Family Night, providing the opportunity for more input.
Family Night Valerie presented a quick agenda for the Family Night Listening Posts Forum, March 2, 2006. Additionally, various tasks and roles were detailed. Council members need to sign up for jobs, or email Valerie with their preferred tasks.
